Ana L. Vargas

Ms. Vargas is a co-founder and principal of CVR Associates, Inc.. Ms. Vargas has extensive experience in the private and public sector. In the public housing industry she has served in senior management positions in two large PHAs. Ms. Vargas served as Director of Finance and Administration for the Denver Housing Authority. Ms. Vargas also served as part of the HUD led recovery efforts at the Chicago Housing Authority and became Deputy Executive Director for Finance and Administration under the HUD management team. Ms Vargas has extensive experience in public finance. She served as Vice President for Prudential Securities in its Investment Banking-Public Finance Division were she participated in the issuance of over a billion dollars in bond financings.

As a principal of CVR Ms. Vargas has been responsible for management consulting and technical assistance to many agencies in both the public housing and the section 8 program. Ms. Vargas experience includes program assessments, improvements plans, develop-ment of policies and procedures, business improvement processes, efficiency assessments, hands on technical assistance and direct program management.

Ms. Vargas is a CPA and has a Bachelor in Business from the University of Puerto Rico and a Master in Business from Columbia University in New York.


Fradique A. Rocha

As a Principal and founding member of CVR Associates, Inc. Mr. Rocha has been involved in major housing issues and initiatives nationwide. These range from technical assistance work for HUD with troubled agencies, to the assumption and oversight of public housing authorities and affordable housing agencies; having worked with the HOPE VI program since its inception. Prior to founding CVR, Mr. Rocha served as General Counsel to the Boston Housing Authority and was in the private practice of law representing tenant groups, landlords, and developers. He has also served as Managing General Partner of a development group, and speaks often on housing issues before HUD committees and at NAHRO, HDLI and American Bar Association Conferences.

As a principal of CVR, Mr. Rocha has worked on numerous HOPE VI projects nationwide and currently serves as CVR’s Principal-In-Charge for HOPE VI efforts in Detroit, Savannah, and Tampa. He currently serves on the Fannie Mae Advisory Board for Central Florida and is an active member and on the Board of Directors of NOAAH, which CVR helped found.

Mr. Rocha has a BA from the University of Massachusetts at Dartmouth and holds a Juris Doctorate from Boston College Law School.
